What is disappointing about it?  It produced many criminal indictments.
It outlined evidence of obstruction of justice, albeit that could not be
prosecuted while Trump is in office.

Much of the dossier was collaborated, none has been disproved.

What waste?  The investigation produced more money in fines and
forfeitures than it cost.  I.e. It earned money for the government,
not wasted it.
