He invites bipartisan legislation repatriating production of military and medical critical supplies back to the US. He invites Pelosi, Schumer, and McConnell to the White House and makes them swear, publicly, that they will prioritize a second economic rescue package funding American workers with 80% of their salary for the duration of the lockdown.
