I see your grasp of history is well rooted in the Soviet-style.

Clinton was not impeached over a hummer.  He was impeached over lying about it.
 That's ignoring the fact that such behavior would be a fireable offence in
just about every company at the time.

As I read over the Articles of Impeachment of Clinton, they basically can be
summed up like this:
He lied.  Under oath.
He tried to cover up the lies by doing various things.

So, in effect, they tried to impeach Clinton for being a Democrat. It's no
wonder why he wasn't convicted.
