Stir n flour, salt and pepper until blended. Cook over medium heat for 2 minutes, stirring constantly. Gradually stir in the milk and cook until sauce is thickened and smooth. Stir constantly. Remove pan from heat. Set aside, stirring occasionally to prevent a skin from forming on the surface of the sauce. Peel potatoes. With a sharp knife thinly slice the potatoes. In a greased 2 quart casserole, arrange half the potatoes; sprinkle with half the onion; pour half the sauce on top. Repeat with the remaining potatoes, onion and sauce.
