Mix in the cocoa and baking powder, and then sufficient milk to make a soft dough. Spread the dough across the bottom of a pie dish with sufficient room for the dough to double in size. Sauce: Dissolve the sugar in the hot water, mix in the cocoa and vanilla essence, and pour over the dough in the pie dish.
