Line 24 muffin cups with paper liners. Combine flour, sugar, cocoa, baking soda, and salt in a large mixer bowl. Add buttermilk, oil, egg, and vanilla; blend well. Filling: Blend cream cheese, sugar, and salt in small mixer bowl. Add egg; beat until smooth. Stir in mini-chips. Fill cups 1/2 full with batter. Spoon about 1 tb filling onto each cupcake.
