My gut feeling is the downstream water is warmer than the reservoir water and pumping it back to the reservoir could thus have an adverse effect on cold-blooded species in particular. However, the reservoir has created an artificial thermal store which wasn't there historically, so it may be net positive, or it could promote pathogenic microbial growth or both!More data required.

@FantasticalEconomics Here's the #1 thing I want to know. Were ALL of the documents blacked out in the same way our only SOME of the documents. (As mentioned in another comment) I'm cautious to ascribe to idiocy what could be sleight of hand. Tasty-looking bait that can be used to say, 'there was nothing of substance' when uncovered while the real crimes are masked by a more secure redaction. The DOJ is no longer trustworthy.
