       Well, to answer first your second question, frankly, I'm not even sure RSS 
       with gopher is a "thing".  I can't recall seeing a gopher hole proposing 
       some RSS feed (or ATOM for what it matters).  It might exist though.  I 
       guess?
       
       BTW I don't know any RSS client that support gopher links...
       
       Now, if you'd want to generate an xml for your gopher hole, a simple shell 
       script does the trick thanks to cat, cut, sed, grep, etc.  That's the 
       solution I'm using to generate atom for web content.  If you're interested 
       I could share my little script with you (or anyone else) any time!  But 
       really, it's nothing more than few variables and what you can find in 
       coreutils plus sed and grep...
