       Removed the session ID check from the duplicate post mitigation
       code as it seems more than a few visitors are using mobile apps
       which regularly change their IP and thus session ID.  The change
       should help reduce duplicate post generation at the expense of
       disallowing other visitors from "parroting" recent posts.  Sorry
       but you all will just have to be a bit more original. ;)
