It passed by consensus, though it was looking very likely up until today that the USA would call for a vote and vote against it (most likely alone). Twenty years later, Internet Governance is still a contentious topic. Generally there is a lot of consensus around the multistakeholder model, but some governments still want a more enhanced, defined role. The USA gave a statement speaking out against most parts of the outcomes document. It is part of a consistent turning away from multilateralism in favor of asserting state 'sovereignty'. This sentiment was also echoed by some other states. A good outcome overall, but judging by some of the statements a very fraught negotiation process reflecting a more fragile global balance. It seemed like important stakeholders from the technical community such as ICANN were able to input meaningfully into the process.
