It goes back to Grace Hopper and ultimately the creation of
   DARPA.

   DARPA was pro-sharing of information, thanks to Grace Hopper's
   earlier influence.

   But private companies wanted profit (which makes sense - THEY'RE
   BUSINESSES.. not non-profits) - and Spy agencies wanted
   compartmentalization.... as did certain segments of the
   military. [because.. people want to get promotions]

   So they're not the first.
