To fix special characters that are showing instead of apostrophe, double quote, etc.

Open in gedit.
Copy all. (Ctrl-a)
Open Libre Office Writer.
Paste Special (Ctrl Shift v)
Choose Unformatted text.
Save as (Ctrl Shift s)
Save with .txt extension
Choose Use Text Format.
