A SECOND BOSNIA IN THE MAKING

The Canadian-led military intervention in crumbling
Zaire show what's wrong with western policy towards Central
Africa.

Calls for hasty military action are motivated by political
grandstanding, and knee jerk, missionary response:  
`Onward Christian soldiers, take up the  white man's
burden!' Save starving black babies!'.  Fine, except we ignore
starving white, brown, and yellow babies elsewhere around
the globe.  

Four million desperate Afghans remain the world's largest
number of refugees. There are a million Kurdish, and 400,000
Chechen refugees. This week's typhoon in southern India left
one million homeless and hungry.  Why not intervene to help 
these unfortunates? Why only Africa?

Because posturing over Africa wins votes from the Christian
missionary left, which still patronizes  black Africans with
the condescension, and secret guilt of Albert Schweitzer. 
Militant foreign relief groups in Africa have managed to stampede
western governments into military action. 

Why should the west have to airlift  troops to Zaire,  at
titanic expense.  when neighboring black African nations can
easily truck soldiers in?  Why has the Organization of
African Unity done nothing?  Why is South Africa, with
powerful armed forces and transport, dragging its feet? 
Rescuing Africans seems  beneath black Africa nations- they
leave it to the west. 

The west, however -save self-serving France- has no policy
towards Central Africa.  The military intervention is being
mounted without any strategy and with no plan for a political
solution of this man-made disaster.  

Zaire, Africa's third largest nation, with over 200 tribes, is
imploding as the Hutu-Tutsi tribal war spills over into eastern
Zaire from Burundi and Rwanda.  

When Zaire splinters, a third of Africa may dissolve into
bloody tribal chaos.  Washington sought to avoid this mess but
got dragged in by public opinion..

Canada, which has lots of generals but almost no real
soldiers, will lead a token force of about 5,000 
western troops into the middle of this African maelstrom.
Central Africa teems with  drug-resistant malaria, dengue, 
cholera, yellow fever, AIDS, bilharzia, ebola, and incurable
parasitic diseases. Do we want our soldiers to return home
with `Zaire Crisis Syndrome?"

Remember: the UN and western relief agencies are partly
responsible for this current man-made disaster in Zaire -
just as the UN was for Bosnia's nightmare.  Hutus began
Rwanda's most recent massacres in 1994, slaughtering
500,000-1 million Tutsi - whose crime was to be lighter
skinned and taller than the Hutu.

After Tutsi force rallied and defeated the Hutu army,  Hutu
ethnic cleansers fled - with a million of their people - to
Zaire, where they settled into refugee camps where they 
were fed and cared for by the UN and aid organizations.
Shockingly, the UN refused to arrest Hutu criminals who had
conducted genocide - just as the UN refused to arrest  Serb
mass murderers in Bosnia.  

Canada was a leading champion of this amoral policy, claiming
peacekeepers had, above all,  to be neutral. Attempting to arrest
criminals responsible for genocide in Rwanda or Bosnia would
jeopardize peacekeeping.  The process of make-believe
peacekeeping has became more important to the
internationalist bureaucrats of UN and Canada than saving
lives, punishing crimes against humanity, or preventing
future ones.

The logical conclusion of this policy of clinical moral
neutrality was Canadian UN Gen. Lewis Mackenzie's grotesque 
claims  that Bosnians, Serbs and Croats were equally guilty
of war crimes- though 92% of the victims were Bosnian
Muslims.  And the horrifying refusal of Dutch UN troops to
prevent Serbs from murdering 8,000 Muslim civilians at
Sbrenica - lest Dutch  `impartiality'  be compromised.

Instead of arrested Hutu mass murderer, the UN shielded and
fed them,  sustaining the camps that served as Hutu 
military bases.  Attacks by Hutu forces from these camps
against Rwanda, and against ethnic Tutsis of eastern Zaire,
triggered the latest fighting.  Thus, the UN has become an
involuntary, but  de facto, ally of Hutu ethnic cleansers.
Exactly as the UN ended up as de facto ally of Serb mass
murderers in Bosnia - and their protector from punishment by
NATO..  

Hutu criminals responsible for genocide must be prosecuted.
That's step one in halting the Hutu-Tutsi conflict. 
Don't let bureaucratic internationalism produce a second
Bosnia in Africa.
