BOSNIA PAYS IN BLOOD FOR AMERICAN POLITICS

Things are just peachy in Bosnia, Clinton Administration
officials announced last week, and fair elections can go
ahead this fall. After that, US troops will come marching
home to  a tickertape triumph - just in time for November
elections.

But things are not peachy in Bosnia.  We are seeing a
shameless double fraud being perpetrated by the US
government for reasons of American domestic politics. In
fact, the Administration is now being held hostage by the
very same Serb war criminals it claims to be intent on
punishing.  

Fraud One is the Clinton Administration's much-ballyhooed
Dayton Agreement which put a temporary lid on the Third
Balkan War. Dayton called for the separation of combatants,
removal of Bosnian Serb leaders Radovan Karadzic and Ratko
Mladic,  and prosecution of Serb criminals for the worst
atrocities in Europe since the Nazi era.  Free elections,
the return of all refugees from ethnic cleansing, freedom of
movement, and a unitary federal state in Bosnia were also
agreed upon at Dayton. 

Save for separation of forces, every other key provisions of
Dayton have been violated or ignored.  Serb war criminals
remain  free, openly thumbing their noses at the 50,000 NATO
troops who occupy tiny Bosnia.  Only a few small fry have
been handed over to the UN war crimes tribunal in the Hague. 
Victims of ethnic cleansing are prevented from returning to
their homes.  Bosnia has been de facto partitioned into
Serb, Croat and Muslim mini-states, with the first two
headed for union with Serbia and Croatia.  

Clinton is relying on Slobodan Milosevic, Serbia's communist
strongman - the very man who began the Balkan War, and who
unleashed ethnic cleansing - to be the stage-manager of
Dayton.  This is akin to using Adolf Hitler to run post-
World War II Germany and to enforce sentences of the
Nurenburg trials.   

Worse, Milosevic, Karadzic and Mladic are now in a perfect
position to blackmail Clinton. By sending 20,000 US troops
into Bosnia, under  strict orders to avoid any and all
trouble, Clinton assured that the expeditionary force would
become a hostage of Serb thugs.  They know selective attacks
on American troops, and returning body bags, would be
certain to  produce a firestorm of outrage in America.  

The Serbs are thus holding a loaded gun to the president's
head until after November elections.  So too are another
bunch of marxist thugs in North Korea, which threatens to
attack the 37,000 US troops in South Korea unless Washington
and Tokyo keep forking over millions in cash, food, and oil. 
  

The White House, still shaken by nightmares of Somalia and
its bloody, bungled  hunt for Gen. Aidid, warned  US 
commanders in Bosnia to prevent pre-election casualties at
all costs. In other words, `Fight to the First Man!.  

In Fraud  Two, the White House ordered US officials in
Bosnia to downplay bad news, and report only progress, no
matter how fanciful.  The emissary who is to determine if
conditions for free, fair elections are met, Ambassador
Robert Frowick, is being pressured by the White House to
endorse a series of lies and prevarications.  No one
believes his fudged reports.   

This charade even brought open protests from usually timid 
UN officials.  Meanwhile, in a act of criminal stupidity, US
troops actually handed over Muslim refugees from the
frightful Sbrenica massacre to the tender mercies of Serb
troops. 

To distract from their disgraceful inaction against war
criminals, NATO troops made a hugely comical fuss over a few
Iranian volunteers who had settled in Bosnia.  US
headquarters issued ominous statements about `Islamic
terrorists' and hinted darkly about an `Iranian Islamic
foothold in Europe' - shades of the First Crusade!  

Serb war criminals, who slaughtered 200,000 innocent
civilians, and raped tens of thousands of Muslim women, sit
in cafes, sunning themselves and drinking slivovitz,
laughing at the gullibility and softness of the Americans. 
Decent Serbs who oppose these criminals who hijacked their
once proud nation  are terrorized, beaten and jailed. At the
same time, Bosnian Serbs are replenishing their arms depots,
waiting for NATO troops to withdraw, so they can resume
ethnic cleansing.

Responding to rising public anger over the Administration's
patently cynical double-dealing in Bosnia,  Secretary of
State Warren Christopher just announced NATO troops would
arrest Karadzic and Mladic - provided they fell into NATO
hands.  

This column has been told by reliable Serb sources that
Milosevic has reportedly given orders to his secret police
to assassinate his two Bosnian henchmen if they face capture
by NATO troops - or should he be forced to hand them over.
If put on trial, both Kradzic  and Mladic will point to
Milosevic as the man who gave orders for ethnic cleansing -
and sent the Yugoslav Federal Army to carry it out.  Such a
development would also be extremely embarrassing for
President Clinton, who is relying  on Milosevic to deliver a
papier-mache peace in Bosnia. And this, of course,is why US
troops have been unofficially told not to arrest Mladic and
Karadzic.

So continues the rape of Bosnia - a small, far-off nation
that seems tragically destined to be sacrificed for the sake
of America's November elections.
