LOUISIANA LAW ENFORCEMENT CHOOSES HIGH TECH WEAPONS IN WAR ON CRIME

$10.3 Million Contract Award Signals Beginning of New Technology Generation
in Crime Fighting

ANAHEIM, Calif., Aug. 8, 1995 -- Printrak International Inc. has been
awarded a $10 million contract to provide the state of Louisiana with the
world's most technologically advanced Automated Fingerprint Identification
System (AFIS).

The state-wide system, funded by monies generated by state-run riverboat
gambling, will incorporate "real-time" fingerprint matching technology,
enabling it to provide positive identification in seconds. In addition, it
will be the first AFIS to feature integration of two innovative
technologies -- live-scan (inkless) fingerprinting and mugshot imaging.
The AFIS is designed to seamlessly interface with the State's current
Computerized Criminal History (CCH) system to create the nation's first
comprehensive Criminal Justice Information System.

Louisiana state officials expect the system's central site at the
Department of Public Safety and Corrections (DPS&C) and six remote sites
to be fully operational by November. The remote sites include the New
Orleans Police Department, Jefferson Parish, Baton Rouge, Lafayette,
Shreveport and DPS&C.

In addition, a total of 84 live-scan fingerprint stations will be installed
state-wide by Printrak. Beginning on January 1, 1996, the live-scan
stations will be installed at the rate of one a day. "This will be one
tough pill for criminals to swallow," quipped Louisiana State
Undersecretary Rex McDonald.

Innovative Crime Control

Louisiana's progressive stance toward fighting crime, along with a
challenging set of system requirements, presented Printrak with the
opportunity to combine proven products in new and different ways to extend
AFIS speed, functionality and capabilities beyond any previous
implementation.

Louisiana State Deputy Secretary Paul W. Fontenot said officials expect the
AFIS to become an integral tool in everyday law enforcement, and
anticipate over 100 points of access will ultimately be located throughout
the state. Future extension to the FBI's national database is already
planned - a key system requirement was that the AFIS meet essential FBI
standards.

According to Printrak President and Chief Executive Officer Richard Giles,
law enforcement agencies around the country will be paying close attention
to Louisiana. "This system will quite simply redefine the identification
process," said Giles.

The open system architecture and "real-time" design will provide:

* ten print identifications in under one minute;
* cold latent searching of an entire 1 million suspect database
  in under five minutes;
* sufficient processing power at the point of fingerprint capture
  to ensure high quality inputs to the database;
* state-wide mugshot system integration for fast, efficient suspect
  identification;
* a single automated criminal repository that virtually all state-wide
  law enforcement agencies share;
* seamless interfaces to current mugshot and CCH functionality; and
* flexibility with other system interfaces and future platform
  integration.

Components of the Central Site include a communications controller,
system-wide transaction processor, fingerprint matching subsystem,
fingerprint database storage and retrieval subsystem and mugshot server
capable of controlling millions of digital photos, logging witness
sessions, searching by description and assembling line-ups.

Each of the six full function remote sites will include an input station to
capture ten print cards on a specialized scanner; a latent fingerprint
station to input full or partial prints lifted from crime scenes; a
verification station which reviews and verifies results; and a mugshot
station which can create digital mugshot line-ups using selected images.

All 84 of Louisiana's remote sites will be equipped with live-scan stations
and mugshot cameras in a single integrated self-contained unit. Printrak's
leading-edge live-scan technology electronically captures mugshots images
and fingerprint images, eliminating the messy, time-consuming method of
inking ten print cards. The live-scan station also verifies the successful
capture of each fingerprint, immediately determining if it is of high
enough quality for submission to the AFIS. A laser printer can then
generate high-quality ten print cards if required.

Series 2000 -- Advanced Fingerprint Technology

The complete system is comprised of products from the Printrak Series 2000
product line, the fastest and most accurate fingerprint identification
system ever developed. The Series 2000 enables consolidation of millions
of fingerprint records into one computer database that is accessible
through remote stations in other locations.

All elements of the Series 2000 represent significant advances in
fingerprint technology that focus on real-time response to users for the
first time," said Giles.

"The system's open architecture and speed offer two complementary benefits
-individual matches can be accomplished in seconds, and the resident
database of fingerprint records can be expanded indefinitely without
creating a retrieval bottleneck." Giles explained.

Other technology innovations include the use of advanced chip technology
that reduces workstation circuitry by 98 percent and enables distribution
of processing power from a central site computer to remote workstation
locations. Equally significant innovations advance the performance of
search-and-match processors, as well as storage and retrieval operations.

The open system architecture provides other important advantages, including
the ability to interconnect with other systems and networks. The Series
2000 is also designed to keep pace with the needs of users by allowing
record contents to be expanded to include palm prints, DNA records, voice
prints, tattoos, and expanded text information.
