Printrak's Live-Scan Station Integrates Fingerprint/Mugshot Imaging

ANAHEIM, Calif., Aug. 8, 1995-- Printrak International today announced the
Live-Scan Station 2000, the first on-site fingerprint capture and
identification workstation that provides advanced "real-time" processing
capabilities. Printrak is the first company to integrate mugshot imaging
and live-scan (inkless) fingerprinting technology with Automated
Fingerprint Identification Systems (AFIS), providing law enforcement
agencies unprecedented speed, accuracy and functionality.

Printrak live-scan stations are already in use at the U.S. Secret Service
and in the Czech Republic. By the end of 1995, the company expects to ship
close to 200 live-scan stations to law enforcement agencies worldwide
including Guam, Puerto Rico and Ireland, as well as the states of Nebraska
and Arkansas, according to Richard Giles, Printrak president and CEO.

In a separate announcement made today, the state of Louisiana announced it
will purchase a total of 84 live-scan stations as part of a $10.3 million
contract with Printrak. "Louisiana is one of the first states to fully
embrace the concept of solving real-world law enforcement problems with
real-time technology," said Giles.

Redefining Live-Scan Technology

Live-scan technology, originally developed in the late 1980s, provides
high-quality optical fingerprint image capture without messy inking as
fingers are rolled directly on a workstation platen. Typically, live-scan
equipment capabilities are limited to ten print card printing and storage.
Data is input manually and suspect booking, including mugshots and
fingerprint searching, are completed separately. The booking and
identification process may take hours or even days. Of the 500 or so
live-scan products in use today, fewer than 25 are integrated with an AFIS
central site or database, limiting efficiency even further.

Printrak has redefined the technology by developing unprecedented local
image processing and central site integration capabilities in the remote
live-scan station, including fingerprint scanning, mugshot capture, and
entry of demographic and charge information. All information, including
fingerprints, mugshots and text data, is transmitted as a single packet
via network and records are automatically updated on the central AFiS. The
live-scan station initiates the fingerprint search, which establishes
identity and any criminal history associated with the individual, directly
to the database.

Printrak's innovative engineering design incorporates "real-time"
fingerprint matching technology, providing positive identification in
seconds. Integrated livescan image processors perform sophisticated
analysis of fingerprint ridge data and integrity check to ensure capture
of error-free, high-quality information. Prior to transmission to the
central site for comparison, the fingerprint images are compressed using
Printrak's FBI-certified Wavelet Scalar Quantization (WSQ) algorithm,
reducing transmission time and line costs.

Traditional live-scan optics can adversely affect data capture through
skewing (keystone effect) or inability to obtain clearly defined ridge and
valley structures across each fingertip. Reduction in image quality
typically leads to less useful fingerprints for identification purposes,
whether as printed output or for automated processing. Printrak's
live-scan technology, however, exceeds FBI and NIST national standards for
fingerprint image capture, consistently supplying the highest quality
data.

The Live-Scan Station 2000 is seamlessly integrated with Printrak's Series
2000 AFIS and can download or upload text data from an interfaced
Computerized Criminal History (CCH) system, indicating either a positive
match or no-hit result for searched fingerprints. This feature allows
remotely located sites to benefit from the speed and accuracy of an AFIS,
saving significant labor and improving the case dispositioning process.

Automatic encoding of minutiae on captured fingerprint images, automatic
classification of fingerprint patterns, and local data compression before
a record is transmitted to another site via modem or other communications
provides better overall system performance and significant dollar savings
over time. Because these features reduce the total record size, not only
are network connections simplified, but also lower cost, lower line-speeds
are sufficient and effective. The live-scan station also features the
ability to easily print multiple fingerprint cards and cards in different
formats (gray-scale images and text).

Series 2000 -- Advanced Fingerprint Technology

The Live-Scan Station 2000 is the newest addition to Printrak's Series
2000, the world's fastest, most technologically advanced AFIS.

The Series 2000, introduced in 1994, enables consolidation of millions of
fingerprint records into one computer database that is accessible through
remote stations in other locations.

"The system's open architecture and speed offer two complementary benefits
-- individual matches can be accomplished in seconds, and the resident
database of fingerprint records can be expanded indefinitely without
creating a retrieval bottleneck," explained Giles.

Other technology innovations include the use of advanced chip technology
that reduces workstation circuitry by 98 percent and enables distribution
of processing power from a central site computer to remote workstation
locations. Equally significant innovations advance the performance of
search-and-match processors, as well as storage and retrieval operations.

The open system architecture provides other important advantages, including
the ability to interconnect with other systems and networks. The Series
2000 is also designed to keep pace with the needs of users by allowing
record contents to be expanded to include palm prints, DNA records, voice
prints, tattoos, and expanded text information.
