Sees September Meeting As New Beginning

August 18, 1995 -- Sunnyvale, CA - Cylink Corporation today responded
enthusiastically to the U.S. Government's plans to re-open discussion on
the export of information security products. A company spokesman also
predicted a bright future for standards-based coding software.

"The Clinton Administration tacitly acknowledged that information security
issues stretch far beyond law enforcement and intelligence concerns. By
reopening discussions, they have acknowledged that information security is
a mainstream business, that the health of the U. S. software business is
on the line and that, indeed, American jobs hinge on the resolution of
these issues," said David Morris," Cylink's Vice President of Marketing &
Sales.

Thursday, officials at the U. S. Commerce Department's National Institute
of Standards and Technology (NIST) announced that the government would
convene a workshop on September 6-7 to discuss a new government proposal
for the so-called Clipper Chip system.

"The Administration has obviously heard the electorate and is now ready to
respond to some of the well-founded, broad concerns. We see this as a new
beginning," Morris explained.

Morris is also positive about upcoming discussions on information security
export policy.

"It' s fairly obvious that if a bright resourceful student can crack the 40
bit code currently allowed under U. S. export laws that something needs to
be done. It is foolhardy to believe that only the U. S. can provide
information security. If U. S. software and information security companies
can't fill the void, we'll have ceded all but our domestic business to
off-shore competitors," he said.

Ever since the Clinton Administration introduced its original Clipper Chip
System, the Federal Government and the U. S. information security and
computer industries have been at odds over the best policies and
standards.

"It' s time to put that conflict behind us. The government has opened the
door for a cohesive and acceptable strategy. It is now up to us in
industry to work with them," Morris said.
