SPA Appoints David Byer

August 1, 1994 (Washington, DC) -- The Software Publishers Association
(SPA) announced today the appointment of David Byer as the Education
Policy Manager. In this position, Byer will manage SPA's federal
legislative affairs programs regarding education and technology issues.

Byer's thirteen years of experience in educational legislation, training
and research brings depth and proven leadership to the SPA's Government
Affairs team. Byer was previously the National Affairs Representative for
the American Society For Training and Development (ASTD). While there, he
coordinated lobbying strategy on Capitol Hill and led public policy
activities in the Senate. He also worked closely with national business
groups and federal agencies to shape national training and development
policies. Prior to the ASTD, Byer worked with the executive branch and on
legislative initiatives for the National School Boards Association, the
National Association of College and University Business Officers, and on
Capitol Hill for Senator Claiborne Pell.

"David will be an invaluable asset to the SPA's Education Section. His
extensive public policy experience will greatly augment SPA's federal
legislative efforts, " said Sue Kamp, Manager of the Education Section.

Byer is a graduate of The George Washington University where he earned a
Masters Degree of Business Administration and a Bachelor of Arts Degree in
Public Policy.
