Companies Promise to Deliver Certifiable Compliance to DMS Requirements

(Westlake Village, California; 26 November 1993)--Enterprise Solutions
Limited (ESL) and Communications & Power Engineering, Inc. (CommPower)
have joined forces to deliver a fully compliant Defense Messaging System
(DMS) solution.   Both companies have extensive experience in the
Government arena. The DMS solution announced today is based on ESL's
Enterprise Mail X.400/X.500 products, and CommPower's secure
gateway/mail-list products.  The companies promise to deliver certifiable
compliance to DMS requirements as COTS commodities prior to contract
award.

Although it is the goal of the Government to build DMS from COTS products
to the greatest extent possible, the requirements unique to DOD pose
somewhat of a roadblock.  These requirements make it virtually impossible
to use COTS products from unrelated vendors to arrive at a certifiable
DMS-compliant system.  Vendors must align together so that the unique DOD
requirements can be implemented in a seamless manner.  ESL and CommPower
have formed such an alliance.  To assure the continuing success of this
alliance, both CommPower and ESL have begun and are continuing to work
towards DMS compliance through constant contact with key DMS Government
personnel.

Communications & Power Engineering, Inc. is an advanced software developer
and system integrator of turnkey solutions, specializing in the design of
C31/DMS-TAIS trusted and reliable message handling systems for the DOD.
Their established record of successful performance in the arena of secure
messaging includes projects such as the Classified Operational
Telecommunications Switching System (COTSS), 1990-92; the Message

deliver a solution that other vendors and teams will find hard to match.
Consequently, many Systems Integrators intent on bidding DMS are already
pursuing the ESL/ CommPower team as a supplier of unique DMS software
components.

A Flexible DMS Solution Offering Cost Savings

The solution is based on a flexible security platform that allows for the
implementation of DMS messaging configurations with trust ranging from the
C1/C2 levels to the B1/B2 levels.  This flexibility allows the Government
to enforce security within its vastly differing communities as it sees
fit.  A significant benefit to this approach is cost savings.  Why impose
a more costly and often burdensome security policy on a community or
installation in which lesser security measures will suffice?

The ESL/CommPower flexible solution is called the Custom DMS Security
Architecture, or CDSA, and is available in three variations:  

1.  The Typical CDSA Configuration is primarily used in Phase I where
messaging is limited to unclassified/sensitive data.  To satisfy message
clear-text protection needs, the MLA and MFG are deployed in a B1/B2
trusted computer system as required for a server type (unmanned or lightly
attended) DMS installation.  Because the B1/B2 level of trust is applied
to the Operating System as well as the application software, direct
connection to the highly trusted AUTODIN community is allowed, and also to
no trust communities such as Internet.  

In Phase I, the DMS-UA is assumed to be protected by manual operation
procedures, which must be performed at all times.  This is called a
"tightly managed domain".  Although these manual procedures are sufficient
and fully compliant with overall DMS requirements for initial operational
DMS capabilities, they are likely to increase operational costs and are,
of course, prone to mistakes.  Thus, as DMS progresses and user
communities grow in size and variety, a shift toward DMS-UA protection as
found in the Strong CDSA Configuration will be necessary.

High trust servers and security functions beyond standard Tesserra
interfacing are not required for the DSA, MTA and MS in the Phase I.  This
relaxed security for the DMS network components makes the initial DMS
network very cost-effective to build and operate.

2.  The Relaxed CDSA Configuration is identical to the Typical CDSA
Configuration, except for MLA and MFG elements.  At specific DMS sites
where there are no direct AUTODIN interface needs, and the MLA serves a
less formal community, the B1/B2 trust level of the MLA and MFG can be
relaxed and the MLA/MFG software can be   installed in a C1/C2 operating
environment. 

3.  The Strong CDSA Configuration alleviates the cost of maintaining the
"tightly managed domains" through the use of separate, mandatory enforced
connections which guarantee complete segregation of these low or no trust
communities.  Each X.400 UA is upgraded with "commercial grade" Mosaic
message protection, and all organizational messages from these upgraded
UAs are routed to a dedicated and tightly managed DMS-UA serving as a
release authority.  A compartmented MTA is introduced to route the draft
messages on the basis of segregated routing tables, providing controlled
connection to the release authority in the most cost-effective manner.

The Success of DMS

DMS will only be successful if a sound and consistent foundation exists.
The ESL/CommPower solution provides this foundation.  And the modular
design leaves room for other vendors offering DMS replacement components
or other unique DMS functionality to contribute to the overall DMS
picture.
