What program, if any, would be the best for converting large
collections of images into a single PDF?
I would like to convert my manga collections to PDFs so I can read
them on my Kindle.

This is not what you were asking for but I think this is a better
tool. I use this for all my manga to put on my Kobo.

"Kindle Comic Converter"

Sterling is brilliant as the Swiss Army knife of PDF operations.
