Finally, Outlook/Hotmail has accepted mails sending from my mail
server.

I had similar issue, but problem was that my server ip wasn't blocked
it was ip range so if your ip is in same range then outlook/Hotmail
will block it.

So best way is to contact your provider regarding this and hopefully
they already have a going case about block and working to solve
problem.

Which happened to me and provider later got range unblocked and my
server could send mails to outlook/Hotmail again afterwards.

This seems to be same for you since it states in your first mail
message that your ip is not blocked but range that the ip is in is
blocked, possible due to abuse being done from another ip where they
are sending spam, phirsing or w.e it is called.

Thank you for replying. English is not my mother tongue and I have pay
few attention on the style of English.

I do not known which font is good for English, so I just choose the
Time New Roman to improve the style of my post.

I have submitted a technical support request to Oracle Cloud. However,
they responded that I have to contact Microsoft by myself.

Odd not if it's a ip range that is blocked. Then oracle has to solve
this

Pretty much anything other than Comic Sans and Papyrus are good
choices for a web font! :)
