Anyone aware of a url asset tracker where you can group urls by owner
and has search functionality as well etc?

How about the Firefox bookmark manager?

You can create subfolders like: URL Assets/Owner/http://some.url.com.
They are fully searchable and you can add tags and keywords for
further grouping.

Mean more like tags but being able to also say owner meaning what part
of the business it belongs to

If you want an asset tracker that could also track URLs and add a.
owner to those URLs you could use i-doit
