Currently I'm using immich for my photos and videos and it works
beautifully one issue, I cant cast it or download it on my chrome
cast. Doesnt anyone know anything different that i can access via my
chromecast for my parents?

you can use Plex with a Photos library

I went down this rabbit-hole not too long ago, with a desire to figure
out a "smart digital photo frame", I wanted mostly just a slideshow
functionality; the default Google Photos "screensaver" slideshow will
crop your photos badly and is not terribly configurable. There were
some 3rd party apps on both Nvidia Shield and CCwGTV, but I did not
feel like giving a 3rd party access to my Google account..

Plex Photo library seemed to work well enough for sharing the photos.
However the slideshow functionality is worthless, no configuration
available at all and runs at about a 5s per photo speed which is way
too fast to actually look at your pictures.

if you dont like Plex then perhaps another of the popular media
library hosted streaming services would also work
