Email lists with tags

I am trying to get an email setup for our archery club that can do the
following:

- can have lists/tags to send an email depending on if the person
shoots a certain bow type, is a certain age group, etc.

- have a function where the coach can send an "allhands" by just
sending an email to allhands@domain.tld

So far I've not found anything to do the first point. Listmonk doesn't
have the second point but mailman does. Is there anything that can do
both on a single application? Bonus points if it can be run in docker.

Why not just have a tag for 'everyone' that is added to every address
in the list?

This also gives folk the option to opt out of general mails but still
get specific interests :-)

So THAT'S what the tags are for in listmonk. Still you can't just send
an email to listmonk and it go to the list like you can with mailman
right? You have to do it through the web interface?
