Can't use netboot to install another distro on Oracle Cloud

Hi. Half a year ago I created instance on ARM Ampere. When I needed to
wipe instance to install another distro I used netboot.xyz. Couple
days ago I terminated this instance(dumb decision). Now I can't use
netboot on new instances. When trying to load netboot efi file nothing
heppens. Tried to another instances to get another version of bios,
but nothing changes. Maybe oracle fixed this?

It works for me, but not at first, I had to make sure the
firewall/security list was permitting outbound connections.
