Gluetun config for Torguard openvpn + dedicated IP

I am having trouble getting a working compose going Gluetun and
Torguard with a dedicated IP address. I am able to get it working
using a random server, a specific server, but not a dedicated server.
Any suggestions on what I need to do or a sample compose file would be
awesome...
