Paperless-ngx tags

I just set up Paperless-ngx following instructions from their
documentation and [this blog
post](https://nerdyarticles.com/a-clutter-free-life-with-paperless-
ngx/). I went ahead and created a saved view in the Django admin (is
there another way?) where the `rule type` is `has tag` and value is
`ToDo`. When I go to the saved view, all of my documents show up even
if they have no tags. Anyone know what's going on?
