What are some selfhosted music servers for playing flac files? Windows
or Linux but also have remote apps to control them mainly from android
devices? Also is there any verbal command ones? Verbally tell it to
play a song or playlist like Alexa/Google does with streaming?

I run mpd on a RaspberryPi 3 with archalarm operating system with an
spdif sound card top hat connected to the hometheatre amp.  mpd has
both audio and stream outputs so you can both stream and remote
control from an mpd client app

Installed Navidrome. Does this only stream to your device? Can you
have it play through its local audio ports to an amp using a client
app?

Don't quote me on it but probably. I know you can download tracks for
offline playback with something like Symfonium
