Trying to build a perfect minecraft server under 200€

Hey, I want to play modded Minecraft with my friends we have around
200 mods installed and want to port forward and use a server, that
will be 24/7 running.
We are not scared to use second hand parts and that is probably were
we get all our parts.
Right now we have 16gb ddr4 and 12 (8+4) ddr3 ram leftver, so we will
probably use ddr4 (we already have it so it free and these following
things are also) we also have a 350W PSU sitting around and 256gb ssd.
And we would probably find some cheap GPU under 10€ if needed.

In the server is gone be 8 players online MAX, usually around 4 people
online
Like I said we are gone have around 200 mods (I don’t know what mods)
My home Ethernet is 150/150 1ping 0 pockets lost according to
Speedtest.net.

I need to find a motherboard, CPU, case, CPU cooler.
 And if possible a solution how could I get 1 Ethernet cable to 2,
cause right now only my one device can be connected to with Ethernet
cable.
