matrix synapse room name change when there is no admin left inside

is it possible to rename a room after no admin is left in the room
anymore, the room admin doesn't exist anymore.

but it didn't work to grant the permissions to the user.

i also don't want to make the matrix admin join the room for this.

the idea was to grant admin rights to rename the room as "old xyz..
room"

can it be done in the rooms table or is there another api call i
missed?
