Does anyone know of a tool that downloads from Usenet with prowlarr or
jackett and then provides the files as a download from your own
server? Preferably with automatic deletion after a few days?

Setup sabnzbd with an nginx webserver pointing to the same folder.

I would have thought of a tool that could search on Usenet via
prowlarr, for example, sabnzbd downloads it, the tool provides an http
download link. The respective user can then delete the file or it will
be automatically deleted after a few days. Would be nice for friends &
family

Why not just spin up an SFTP server?

Let the Arrs integration with sabnzbd for organizing and downloading
of files. Then a dedicated service for handling dissemination a la
sftp service/client or whatever is your preferred way

Run a password protected web server and point to your download folder

Doesn't auto-delete, but you can point Nextcloud to your library
folder as an "external share" (that's a plugin you need to enable),
allowing downloads and manual deletion.
