Does something like this exist? Or do I have to crack open the old
react libs and built one myself?

If you're talking about machine learning annotations on videos then
cvat.ai is my answer.

I didn't end up running it myself at my job and we bought their SaaS
plan, but it was just a simple `docker compose up -d` to get it going
and start playing with it.

No, I mean like:

- Upload a video
- Video get transcoded
- User(s) can markup / annotate on the video per frame
- Use(s) can comment on the video

Clapshot I think it's called. There's also Kollaborate.tv, far more
features but its selfhosted option is paid. Only two options I've
found so far.
