Help with SSH into vultr vps server (beginner)

The vultr vps I have has Debian 10 install with gfw disable and
Iptables allow all ports already. But I still get the error code when
trying to SSH into the server using putty. I can ping the server. I
checked for which port is listening and used that port. I try changing
the SSH port to a different one but still cannot get in. I have
conform that SSH is on on the server sided. I had tried turning window
defender off but still same thing. This is my first VPS, any help
would be appreciated.

I am sorry, I am pretty new to this, Which vps document should I read,
I had read a few quick start guides and stuff, which one should I read
also. May I ask  what information would be beneficial to add? Sorry if
this is a dumb question.

Oh yes, I had read that already. But I can't seem to get SSH working,
I forgot to mention the error code is "connection refused" when trying
to SSH into the server. Any help would be appreciated.
