I'm looking to install a web based search that would index pdf's,
epubs, videos including subtitle text, and music, and then be able to
play or read the files and provide previews. Recoll seems to be pretty
close, but i'm not sure there's a linkup with something like pdf.js.
In a fantasy world I'd also be able to add tags for metadata and
annotate.

Does Anyone know of anything better then recoll?

I don't know of anything that handles all of these things.

I'd start at the awesome-selfhosted list and check out the archiving
and digital preservation section.
