Backing up boot volumes with restic/Kopia/etc?

Suppose that we want to back up the boot volume of unix/macOS so that
when the system fails and becomes unbootable, we can restore it to a
bootable state **as fast as possible.**

Can restic/Kopia/etc do this job? How do I run them when the machine
is not bootable (but perhaps a recovery terminal is usable)?

And are any other tools more suitable for this job?
