i think you may need to read up a bit more on what an ircd is and how
to properly configure one before trying to set one up. before running
comes walking, before walking there's crawling. you're trying to be
usain bolt right out of the gate here

Well it's slightly less user-friendly and (generally) prevents you
from getting a (signed) TLS certificate, but indeed not required. So
yeah in this case you can write whatever. You're allowed to change it
later, anyway

Maybe look into Dyndns for a floating domain name, but you need to be
able to allow some access and not all. Unless you want scammers
constantly looking for open ports to take over your server and use it
for childporn or scams.

znc also has a internal server plugin. I don’t know how its called
right now but it will do the job. Might be easier than hosting your
own.
