HexChat won't run on new Windows 11 computer

Installed HexChat (2.16.1) on my computer.  When I try to connect to a
network, I get this message--"Failed loading notification plugin:
hcnotifications-winrt not found."  I do not know what this means or
how to fix it.  Tried an older version but got the same error message.
HexChat works great on my Windows 10 computer and worked great when I
had Windows 8.1.  Is there an easy fix for this?

It's an error message that's been around since the days of windows 7:

One of the comments on that page put:

 is dynamically linked with Microsoft C Runtime library. Either users
have to install those runtime libraries or developer has to link the
notification plugin statically in MSVC environment. Basically, that
plugin needs vccorlib140.dll, MSVCP140.dll, VCRUNTIME140\_1.dll and
VCRUNTIME140.dll files.

Then another commenter under that said they installed the VC++ files
from this location and all seemed to work fine afterwards.

I'm using HexChat 2.16.1 on Windows 11 (Insider Preview) with no
issues.

Played around with some of the settings and hit the jackpot, got it to
work!
