Are there any IRC web clients which automatically split messages that
go over the character limit?

The only one I could find was the Lounge, which you have to install
before running as a webclient. I'm aware of multiple downloadable
clients that do, but, well, you have to download them.

IRCCloud splits large messages automatically.

It even asks you if you want to use their pastebin instead if you
paste multiple lines, it's pretty great.

KiwiIRC, IRCCloud, and The Lounge do, and Gamja doesn't.

irssi asks you to confirm of you want to send it and if you choose yes
it'll split it
