What do you mean by FiSH? Are you talking about the "Friendly
Interactive Shell"? I don't think there is a way to integrate a shell
program into a irc program.

Hexchat already supports the equivilent of what FiSH does. There used
to be [FiSHLiM](https://fishlim.kodafritt.se) but as you can see on
the FiSHLiM website even they recommend using the built in Hexchat
function instal.

That said I only just learned this via a basic google search (which is
where we used to answer questions like these),  so i have almost no
idea what your use case for this is or why you'd want it over
something like PGP or something
