Efnet ist still alive, though it has declined significantly. Libera is
#1 now, it superseded Freenode, which was basically killed by its new
owner in early 2021. OFTC is also worth a visit.

Check out rizon.net for all sorts of handy built-in services like
auto-cloak, custom vhosts, bot-services, limit-services, etc.  Helpful
and friendly staff who do not interfere with channel operations,
moderation, or content policing like other networks (libera) are known
for.

Popular networks... Would be in my opinion Technet and IRC-Nerds -
