TL:DR running irc proxied through tor, and whenver I attempt to upload
a file i get this: Proxy failed to connect to host (error 1).

Describe more what you mean 'upload a file"?

DCC won't work (as far as i understand) over tor like that.

DCC over tor will require some funky shit, when you DCC send a file
you essentially open a listening port on your computer and tell the
remote computer over IRC "here's my real IP address, connect to me
directly and come get it" (DCC = Direct Client to Client)

I'm not even sure if something like that CAN work over TOR, I suppose
the client would have to know your TOR node ID and send that.
