IRC is a protocol for chat networks. Generally you connect to a server, and join "channels" that have a topic. Someone "pretending to be you" doesn't mean a whole lot if you don't use IRC in the first place. Did the person who messaged you provide you with more information that you could give us? Specifically, did they tell you on which irc server somebody was impersonating you? IRC is not an application or site like discord, reddit or snapchat. Instead it is just a protocol, basically a piece of text that describes _how_ people can build a chat. In practice, this means that there are different IRC servers out there (some popular ones include libera, rizon and snoonet). Each of these servers have different rules about accounts and different standards of moderation. Your options on how to deal with this problem therefore depend on where somebody was pretending to be you. In general, most servers use a first come, first serve basis for usernames on irc, you probably won't be able to do anything if somebody just claimed your username on an irc server. Use your main social media account to make clear you don't use IRC and anyone claiming to be you is an impostor. Many IRC networks are anarchic and anyone can claim to be anyone.
