add mirc to the windows firewall exceptions and forward tcp port 59 on
your router. should fix the dcc issue.

You can trust certain users too:

     /dcc trust [-r] <on | off | nick | address | level>[:network]

use invision, polaris, weechat, hexchat, kiwi irc, quassel irc or
excursion over stock mirc since they're tweaked for dcc file
transfers.
