There are many ways to combat this. From setting channels to
“registered users only” to adding limits one lines per second- or cool
downs on connect (limiting people’s ability to speak for a few seconds
after join/connect), you can even add auto k-lines for pattern matches
of phrases.

Really, the moderation tools on IRC are quite powerful, depending on
their level of support on your irc daemon. Would highly recommend
reading the documentation thoroughly.

You can try something like BOPM to check ips against public
blocklists.
