I'm trying to register channel on my IRC server, but i cannot make it
permanent. Anytime i connect to channel, it says:
`Channel #main created Sun Dec 27 19:24:01 2020`.
How can I create it forever? I tried: `/msg ChanServ #jd mypass`, but
it doesn't work. Can you help me?

What services so you have setup? As just inspircd will not have
chanserv and the like.

Alternatively you can look at the permchannels plugin for inspircd.

What do you mean by "services"?. I'm noob(newbie) with IRC and it's
servers. I have only this IRC server running without any others(e.g.
apache2)

I'd recommend Oragano IRC for starting out. Easy to set up and has
built in services
