This is probably a simple question that I am overthinking, or to
ignorant to figure out, but is there any common bots for an irc server
that will post messages at specified times?

I am running a cyber security exercise that has a transcript of
messages that need to be posted to the irc channel at specified times.

Ex)

T+ 10 seconds: Welcome to the exercise

T+ 30 seconds: Operator one has found a vulnerability

T+35 seconds: Investigation lead directs Operator to investigate
secondary effects of patching vulnerability

Basically, the investigation is simulated but the chat transcript
needs to run at real time for our student analysts to track and
perform trend analysis. Do you guys have any ideas on how best to do
this?

https://github.com/irccloud/irccat with a shell script is probably
what you want?

I guess I am a bit ignorant. Reading through that, it looks like its a
way to use IRC to run commands for the system. Is that right?

If you know some Python, Sopel.chat could do it.

You could always use something like AHK to just type it out.

It's pretty simple with the python irc module, I've made a simple bot
and most of the time I spent on it was making it so I could reload
code on the fly without restarting the bot and reconnecting to the
server. I could probably code this pretty quickly, if you want just
lmk and I'll put it on GitHub.
