I've used IRC for years but only just now decided to set up my own
server (ircd-hybrid on a Raspberry Pi.) Is it possible to prevent
normal users from creating new channels on my server?

Not with stock hybrid, but charybdis (a hybrid descendant) has this
module that will only allow opers to create channels:

So you could either use charybdis, or try and mod that extension to
work with hybrid

They hard forked a long time ago so probably won't be very easy.

I'll probably just stick with hybrid and not worry about it. As server
owner, is it at least possible to take ownership of channels created
by others if needed? What sort of moderation options do I have for
these channels if things get out of hand?
