depending on your IRC client, you may be able to enable the SOCKS
proxy for DCC. for example in mIRC: praxistipps.s3.amazonaws.com/mirc-
option-zu-dcc_539e3838.png

You cannot (easily) receive passive transfers or actively send
chats/files behind a proxy
