It all comes down to the channels you try to join. Most IRC networks
tend to be moderated like Reddit of years gone by: As long as you do
nothing illegal, the admins don't step in (because of indifference
and/or lacking manpower), and moderator is at the channel ops
discretion.

If you'd like an environment where a code of conduct is enforced,
you're going to have to pick channels which have a policy on place and
active moderation.

Also there's probably a bit of the fact that the centralised
competitors to IRC have been throwing the 4chan edgelord communities
off after bad press so many of them have migrated back to IRC or to
matrix (while more actively moderated groups have not).
