At the end of the day xdcc is an addon to most IRC clients. Yes the client. its just doing a passive xdcc offer with an announcement script to some channel. Users would then do a CTCP chat with the offer requesting the send. From there the same chat window is used to identify which user to initiate a dcc send to. If your running say bitchx or mirc then you already have the ability to do xdcc.
